Open Calls for Project Proposals - All Funds

Pre-announcement to the 8th Call  for Project Proposals under Annual Programme 2012 European Refugee Fund (ERF)

The Funds and Programmes Division (OPM) designated as Responsible Authority for the four Funds under the General Programme Solidarity and Management of Migration Flows 2007 - 2013 will be shortly launching a call for project proposals under the European Refugee Fund in May 2012.

The call for project proposals under AP 2012 will focus on the following Priority Axis:

Priority Axis 1 - Implementation of the principles and measures set in the Community Acquis in the field of asylum, including those related to integration objectives

Action 1: Reception Conditions & Asylum Procedures

               Activity 1:  Increasing capacity & renovation of accommodation facilities

               Activity 2:  Provision of material aid in the centres

               Activity 3:  Continued provision of medical care

               Activity 4:  Enhancement of assistance provided to vulnerable persons

Action 2: Integration

               Activity 5:  Continued provision of educational services

               Activity 6:  Provision of cultural orientation classes

Around €1,197.000.00 (EU 75% co-financing) will be allocated to the call.  Beneficiaries need to contribute to 25% of eligible expenditure and any ineligible costs.  More information about this call will be available shortly on the website of the Funds and Programmes Division.

The ERF is targeted to third-country nationals or stateless persons who have the status or have applied for the status of refugee/for subsidiary protection or enjoy temporary protection or are being or have been resettled in Malta.


PRE-ANNOUNCEMENT OF CALL FOR PROJECT PROPOSALS UNDER THE EUROPEAN REGIONAL DEVELOPMENT FUND (ERDF  

A new call for project proposals to be part-financed by the European Union under the European Regional Development Fund (ERDF) 2007-2013 will be launched shortly. Prospective applicants will be invited to submit applications for projects falling under the following Priority Axis of Operational Programme I ‘Investing in Competitiveness for a Better Quality of Life':

Priority Axis 4: Climate Change and Resource Efficiency

Focus Area: Energy - The call is restricted to studies or interventions undertaken by Public Entities with the aim of increasing energy efficiency and exploiting the use of renewable energy sources.

Focus Area: Resource Efficiency - The call is restricted to interventions undertaken by Public Entities with the aim of promoting the best use of available resources.

Note: Proposals under both Focus Areas of this Priority Axis shall be considered for co-financing only once the proposed changes to Operational Programme I (OP I) are approved by the European Commission.  Prospective applicants are encouraged to consult the draft Operational Programme which can be found here.

The total indicative financial threshold for this call (for both focus areas) is €70 million, €5 - €10 million of which are earmarked for projects whose total project values is below €1 million.

Note: In the case where the necessary demand is not reached, the MA reserves the right to shift the financial allocation between the ‘small' and ‘big' projects as deemed necessary. This is being done, to ensure full absorption of funds at this critical stage of the programme implementation.

Prospective applicants should note the total indicative financial threshold for this call.  Proposals are to remain within the budget of the call, however the Managing Authority reserves the right to amend the financial allocation, if it deems this appropriate and in line with the targets of the Operational Programme.

Briefing Session

For further guidance, a short briefing session for prospective applicants will be held on:

  • Monday 28th May from 09:00am - 10:30am

The number of participants per organisation may be restricted, if necessary.

The related Application Form and relevant documentation (including the list of eligible actions) will be made available through the same link once the call is launched.

A new call for project proposals to be part-financed by the European Union under the European Social Fund (ESF) 2007-2013 will be launched shortly. Prospective applicants will be invited to submit applications for projects falling under the following Priority Axes of Operational Programme II ‘Empowering People for More Jobs and a Better Quality of Life.'

Priority Axis 1:  Improving Education and Skills

All Focus Areas:

Priority will be given to projects addressing Research and Innovation, including training in S&T capacity building education and training and S&T actions. Projects addressing actions that support educational quality, relevance, structures, systems, campaigns and research will also be given priority.

Indicative Financial Threshold: €4 million that could be increased to €5 million

Note: Proposals under Priority Axis 1 shall be considered for co-financing only once the proposed changes to Operational Programme II (OP II) are approved by the European Commission

Priority Axis 2: - Investing in the Employability and Adaptability of the Workforce

All Focus Areas - Indicative Financial Threshold: €3.5 million 


The actual launch of the call, together with details of the related Information Session, will be published in the coming weeks and will also be available included the related Application Form and relevant documentation (including the list of eligible actions).

This notice should be considered as a pre-announcement to allow interested applicants additional time to prepare projects.


Calls for Project Proposals under the ESPON 2013 Programme

The Planning and Priorities Coordination Department within the Office of the Prime Minister would like to inform all interested parties about the launch of the next Call for Proposals for Targeted Analyses, and Scientific Platform/Tools Projects under the European Observation Network for Territorial Development and Cohesion (ESPON 2013 Programme).

Scientists and experts representing universities, research institutes, public bodies and private companies from the 31 participating European countries (EU 27 Iceland, Liechtenstein, Norway and Switzerland) are invited to become involved in these new ESPON projects.

The Calls are now open and the deadline for submitting proposals is Wednesday 13th June 2012.

More information is available through the ESPON web-link. The announcement of the Calls is published in the Official Journal of the European Union (reference: OJ, C 111 of 18/04/2012).

The documentation related to the Calls, including the procedure for applying, the eligibility rules, the evaluation criteria and the material for submission can be viewed on the ESPON Website.

NINTH CALL FOR PROJECT PROPOSALS UNDER THE EUROPEAN SOCIAL FUND (ESF)

A new call for project proposals to be part-financed by the European Union under the European Social Fund (ESF) 2007-2013 has been launched. Eligible applicants are invited to submit applications for projects falling under the following Priority Axis of Operational Programme II ‘Empowering People for More Jobs and a Better Quality of Life:

Priority Axis 3: - Promoting an Equal and Inclusive Labour Market

Focus Areas:

 1) Female participation in the labour market:
Priority will be given to projects promoting skills for women returning to work, provision of childcare studies and piloting of innovative working arrangements

2) Addressing labour market distortions and ensuring that work pays:
Priority will be given to projects addressing the optimisation of social benefits; bringing those at the furthest edges closer to the labour market through training, work assignments, etc; and the promotion of healthy and safe environments at work. 

Indicative Financial Threshold: €5 million which can increase to €6 million

THE CALL CLOSES ON FRIDAY 15TH JUNE 2012 AT NOON

This call is open also to Local Councils and Non-Governmental Organisations (NGOs) (or equivalent).  In ALL cases the organisation must have been set up for at least ONE year before the day of the launch of the call.

Information Sessions

  • Tuesday 15th May 2012 from 9:00 to 13:00 hours in MALTA;
  • Wednesday 16th May 2012 from 13:30 to 17:30 - in MALTA; and
  • Thursday 17th May 2012 from 14:00 to 18:00 - in GOZO
